JALANDHAR – On the occasionof 29th anniversary of1984 massacre of Sikhs in Delhithat killed thousands of innocentSikhs, a petition signed byaround a million Sikhs throughoutworld, will be filed with theUnited Nations in Geneva onNovember 1 2013. The SikhGenocide Petition will be handedto Navi Pillay, UN humanrights chief by a delegation ofrights group “Sikhs for Justice”(SFJ), All India Sikh StudentsFederation (AISSF) andGurudwara representativesfrom Europe and NorthAmerica.Titled “1984 Yes its Genocide”,the petition will be filed withUNHCR under 1503 procedureof the United Nations. SFJ legaladviser Gurpatwant SinghPannun said, “Under 1503 procedure,UNHCR refers thesepetitions to the sub-commissionon Promotion and Protectionof Human Rights which examinescomplaints regarding grosshuman rights violations andimpunity, as in the case ofNovember 1984 Sikh genocide.”The petition requests theUnited Nations to investigatethe systematic, intentional anddeliberate killing of Sikhs carriedout throughout India duringthe first week of November1984 and recognize the killingsas “genocide” under UNConvention on Genocide.The complaint invokes UNConvention against Genocidewhich declares any intentionaland deliberate attack on anyreligious minority to be a”crime” liable to be prosecutedand punished. The evidence ofNovember 1984 killing of Sikhsclearly shows that Sikhs weredeliberately attacked in aplanned manner throughoutIndia on behest of rulingCongress party.Justifying the UN interventionon the issue of Sikh Genocide,All India Sikh StudentsFederation President KarnailSingh Peermohamd who spearheadedthe campaign for gettingsignatures on the petition inIndia and managed to get a fewlakh signatures from Punjaband other states, said said thatthey were constrained to movethe UN after failing to get justicein India. “The justice deliverysystem of our country hasfailed the hapless victims oflargest massacre of people after1947 and till date the perpetratorsof the mass murders areroaming free and rather enjoyingpower,” he said. “We havebeen knocking at every doorhere to get justice but the establishmentfailed all attempts toallow justice to the victims,” headded. Meanwhile attorneyPannun said, “Rights group willpresent to the UN evidence anddocuments regarding use oflocal administration and governmentresources by theCongress leaders to organizegenocidal attacks on Sikhs duringNovember 1984.””A Justice Rally will also be heldoutside UN in Geneva onNovember 1 to remind theworld that even after 29 years,organizers and perpetrators ofNovember 1984 have not beenconvicted by the Governmentof India. More than 10,000Sikhs from across Europe andNorth America are expected toattend the Justice Rally inGeneva,” Pannun andPeermohammad said.
