But Former Power Broker Takes A Parting Shot, Saying Nearly $40,000 In Heed Campaign’s Election Expenses Unaccounted For!

EXCLUSIVE: Emails obtained by the LINK between the then West Vancouver Police Chief and his trusted advisor Barinder Sall show some saucy exchanges between Sall and Heed. In one email, Heed is demonizing everyone from Liberal MLA Mary McNeil to former police chief Jamie Graham and former fellow VPD colleague Jim Chu, whom he condescendingly refers to as “Bajee” (brother), but not his own, but Sall’s. VANCOUVER – Former political power broker Barinder Sall and lowly bulk-mail businessman Dinesh Khanna plead guilty Friday to a series of Election Act offences, ranging from election costs to illegal advertising in the Kash Heed illegal anti-NDP flyer scandal in the 2009 election campaign.

Sall plead guilty to the lesser charges of financing the illegal Chinese language brochures that were used as a fear mongering tool in the Chinese community in an effort to put Heed over the top in the last provincial election against NDP challenger Gabriel Yiu.

Sall plead guilty to six charges with each charge carrying a fine of $2500 for a total fine of $15,000. While Khanna plead guilty to three charges for a total fine of $6,000. Both are also ordered to do community service.

The more serious charges against Sall were dropped in plea bargaining in exchange for the guilty pleas, largely thanks to the work of top lawyer Richard Peck .

In an exclusive interview with the LINK, Sall admitted his wrongdoing, saying he did finance the illegal brochures and steadfastly apologized for his actions.

“I’m deeply sorry for my actions and I want to apologize to Satpal Johal, the financial agent for the campaign, who had nothing to do with any of this and is completely innocent and unnecessarily driven into this mess,” Sall said

” I want to also apologize to Mr. Peter Dhillon, who’s reputation was also unnecessarily tarnished when he also had nothing to do with it,” Sall told the LINK.

Asked if he wrote the offending and illegal brochures that were distributed to Chinese voters and Sall said absolutely not!

Asked if he distributed the same brochures on behalf of the Heed campaign and again Sall was in the negative, saying absolutely not!

Asked if Heed knew about the illegal brochure – Sall clamped up, saying no comment!

But in the financing and overspending charges related to the campaign, Sall made damaging accusations that there is nearly $40,000 in unaccounted expenses in the Heed election campaign and not the $6000 that Elections BC concluded.

Sall also clarified that the $6000 that was for MLA’s furniture was not actually for the furniture but that $4,000 was used to pay himself for election expenses and $2,000 to another campaign worker Sameer Ismail, allegedly for the brochure.

Asked if he recruited key campaign players Kenneth Fung and Sean Stevens, who registered as third party in the election campaign – Sall countered that he did not. In fact, Fung and Stevens, he said, were friends of Jerry Heed, the brother of Kash Heed.

Heed was recently fined $11,000 by the court that found that his election expenses exceeded by $6000. But that Heed acted in good faith, which in essence allowed him to keep his Vancouver-Fraserview seat.

Asked if he thinks Elections BC need to reopen the file on the Heed campaign election expenses, Sall would only say that was up to Elections BC but he is charging that it was not $6,000 but just under $40,000.

If it was found that Sall’s accusations were true, then Heed would have to step down or fight another election.

The LINK also obtained some saucy emails between Sall and Heed that not only show Sall was Heed’s closest confidante and advisor whom he used from his days as a VPD Cop to all the way to the MLA’s chair, but that Heed was a mouthy guy who would share some of his innermost and sometimes controversial thoughts with Sall.

Here is an email from Heed to Sall and another strategist dated November 30, 2007, where he is asking Sall to get him a nomination in Vancouver-Langara.
