LANGLEY: It was the early morning of July 25 that rocked people of Lower Mainland out of their beds when an emergency message was sent on everyone’s phone around 6:25 AM regarding a shooting spree in Langley in which 2 people died and 2 were injured. The police asked everyone to avoid that area.
There were many who took to social media to complain and question the need for the emergency alert and called it ‘unnecessary’, however they were reminded to thank the police for their quick response and remember the shootings that rocked Canada when a gunman went on his murderous rampage in April 2020 in small community of Portapique in Nova Scotia. Police were criticised for not using Alert Ready to warn the public about the attacks. The attacks were the deadliest rampage in Canadian history so far.
Langley shootings this week would have seen the same result if there was no emergency alert since it was a Monday morning when many people travel for work. For all those complaining about emergency alerts an hour away, “remember Portapique? The shooter moved FAST, and multiple lives would have been saved if more people were aware of what was going on. My whole family is in/near Langley. I’m fine with an “unnecessary” alert,” wrote one Langley resident.
Allie another Twitter user wrote, “As someone who lived in #Halifax during the mass shooting in 2020, thank you #Langley for sending out a timely emergency alert. To the people complaining about being woken up, if you have an iPhone, put it on Do Not Disturb. No sound, but you’ll receive the alert. (I did)”
“If you complain on Twitter about getting an emergency alert on your phone at 6:30 AM about a shooting in the city (even if you are in Richmond but your daughter may be driving to work in Langley), rethink your life,” wrote Andrew Szypulski.
Although the police said at this time, they didn’t know the motive behind this deadly incident, nor if there was any relationship between the deceased suspect and the victims, the attack seemed to target homeless as the early-morning emergency alert sent out for the shooting mentioned “transient victims.”
Langley City Mayor Val van den Broek became emotional when asked about the victims, at least two of whom are believed to have been experiencing homelessness .
Steven Furness, one of the victim identified in the shooting, was experiencing homelessness. His family said that “hopefully Steven’s tragic death will put a spotlight on the plight of the homeless and vulnerable in society. Love from your family.”
The Langley RCMP responded to multiple shootings in the Township of Langley and City of Langley where a total of four people were shot.  In separate locations, three victims were located. Two of the victims died at scene while another victim was transported to hospital with critical injuries. A fourth victim was treated for non-life threatening injuries. The locations of the shootings were confirmed as at 203A Street and Fraser Highway, the Langley City bus loop near Logan and Glover Road. Creekstone Place, and the Langley Bypass.

The Langley RCMP and Emergency response team located and engaged the suspect near the Langley Bypass. The suspect shooter was shot by police and pronounced dead at scene.  He was identified as 28-year old Jordan Daniel Goggin. 

The police informed that Goggin was from Surrey and was known to police but had non-criminal contact.

Those who died were later identified by police. Paul David Wynn, 60, died outside the Creek Stone Place. Steven Furness, 43, died at the Langley Bus Loop. The surviving victims have all been identified and their families have been contacted. The woman, age 26, remains in critical condition. The man with non-life threatening injuries is 26-years-old. Both are still in the hospital.

“We’ve learned that there are those in the community looking for their friends and loved ones wondering if they were victims,” said Sergeant David Lee of IHIT, “we hope that this identification helps the public awareness of who was involved and to assess if there are other unaccounted for.”

IHIT is looking to speak with anyone who may have contact with Jordan Daniel Goggin or know of his activities. Homicide investigators have determined that Goggin was wearing two different outfits during the time of the shooting and was driving a white Mazda 4-door sedan.  To assist with the identification of witnesses and construction of a timeline, images of the white Mazda 4-door sedan and CCTV stills of Goggin are being released.

Goggin is described as Caucasian, 6’1” and 68 kg with light brown hair and slight goatee. Goggin was wearing a black t-shirt and board shorts. Goggin later changed into brown overalls and a camouflaged short-sleeve t-shirt.

“We are trying to identify additional witnesses to aid in victimology and assessing motive,” said Sergeant David Lee of IHIT, “there may be people out there who remember seeing Goggin, his Mazda, or may have even encountered him.”

Prime Minister Justin Trudeau said, “I’m horrified by the news that came out of Langley, BC. My heart breaks for the victims’ loved ones and communities, and my thoughts are with the people who were injured – we’re wishing you a speedy recovery. This violence has no place in any of our communities.”
BC premier John Horgan and Mike Farnworth, Minister of Public Safety and Solicitor General, issued a joint statement saying, “This senseless act of violence against members of our community is extremely concerning and unacceptable. While we don’t yet know the motive behind this incident, we understand people are concerned and fearful when events like these happen in our communities. With today’s tragic events, we reaffirm our government’s commitment to tackling gun violence in all communities throughout B.C.”

A woman near 203A St and Fraser Highway taken to hospital in critical condition.  A deceased male located at Creekstone Place and another deceased male located at the Langley City bus loop near Logan and Glover Road.  There are reports that shots fired into a number of closed or unoccupied business during the incident.

“While we don’t yet know the motive behind this incident, we understand people are concerned and fearful when events like these happen in our communities. With today’s tragic events, we reaffirm our government’s commitment to tackling gun violence in all communities throughout B.C.

Suspect shooter identified in Langley homicides
The Integrated Homicide Investigation Team (IHIT) has identified the suspect in the Langley shootings which occurred on July 25, 2022.
Background: In the early morning hours of July 25, 2022, the Langley RCMP responded to multiple shootings in the Township of Langley and City of Langley. The Lower Mainland Emergency Response Team (ERT) also responded. A total of four people were shot. Two died at separate scenes, one woman is in critical condition and the other man had non-life threatening injuries. The Integrated Homicide Investigation Team (IHIT) continues to investigate with the support of the Langley RCMP and the Integrated Forensic Identification Section (IFIS).
To further identify witnesses and advance the investigation, the suspect is being identified as 28-year old Jordan Daniel Goggin.  Jordan Daniel Goggin is from Surrey and was known to police but had non-criminal contact. Jordan Daniel Goggin was engaged by police and shot where he died at scene. The Independent Investigations Office (IIO) is investigating the police shooting.
