Police Procure Arrest Warrants Against KCF Chief Panjwar

CHANDIGARH – Two months after Khalistan Commando Force chief Paramjeet Singh Panjwar was accused of being the “mastermind” behind the 1999 bomb blast in Sector 34 here, the Operations Cell of the Chandigarh Police has procured arrest warrants against him.

Panjwar is wanted in several cases in Punjab too. The police said he was actively involved in the smuggling of drugs in the state.

The arrest warrants have been issued against him under Sections 3, 4, 5 of the Explosive Substance Act and Sections 307, 323, 427, 120B of the IPC.

The police have been directed to arrest the accused and produce him before court by February 17.

Deputy Superintendent of Police, Operations Cell, Satbir Singh confirmed that they had obtained the arrest warrants against Panjwar.

Last month, the police had arrested Rattandeep Singh for his “involvement” in the bomb blast case. During the proceedings recorded in camera, he stated that Panjwar smuggled heroin and smack into the state and was the mastermind behind the bomb blast.

Rattandeep had also confessed that he had been trained in Pakistan and was sent by Panjwar to plant the bomb on July 3, 1999.

He said Sector 34 had big parking lots, which made it easy for them to execute their plan.

Rattandeep Singh was brought to Chandigarh on production warrants by the Operation Cell of the UT police on November 5, about 15 years after the bomb blast. He was first arrested by the Punjab Police on September 18. He was identified by the UT police on July 5, 1999, from the scooter which was used for planting the bomb. He had planted the explosive RDX in the dickey of a Bajaj Chetak, which was sold and resold seven times.
